Here’s What New Jersey Care Providers Need to Know About EVV and HHAeXchange

New Jersey care providers aren’t heading toward a new EVV deadline, but that doesn’t mean Electronic Visit Verification should fall down your priority list.

As 2027 approaches, recent signals from the New Jersey DDD (Division of Developmental Disabilities) provide a reminder that EVV is firmly embedded within the state’s approach to: 

• Service delivery
• Provider oversight
• Medicaid compliance

For care providers, this is the perfect moment to check that EVV is working accurately, consistently, and as part of a connected operational process.

New Jersey EVV: The Essentials

New Jersey has required EVV for applicable NJ FamilyCare services for several years, with HHAeXchange serving as the state’s EVV vendor and aggregator.

For every applicable visit, EVV captures six core pieces of information:

1. The type of service provided
2. The individual receiving the service
3. The date of service
4. The location of service delivery
5. The individual providing the service
6. The time the service begins and ends

New Jersey first operationalized EVV for several personal care and DDD services in January 2021, with EVV data required for claims payment from July of that year. 

The program subsequently expanded to applicable home health care services.

Within DDD, current EVV requirements cover services including Individual Supports, In-Home Respite and Community-Based Supports, Behavioral Supports, and specified physical, occupational, and speech/language/hearing therapies.

So… What Changed In 2026? 

The underlying EVV framework isn’t new. What’s notable is how visibly compliance feeds into provider oversight.

DDD published updated Phase 1 and Phase 2 EVV Compliance Reports in March 2026. Then, its April 2026 Best Practice Guide gave Support Coordinators a clear instruction: before adding a new service provider to an individual’s service plan, they must check those reports to ensure the provider is EVV compliant. 

Providers identified as “disengaged” should not be added to the Individualized Service Plan (ISP). That’s an important development.

For affected DDD providers, EVV compliance is more than accurate billing or administrative housekeeping. Compliance status can also influence whether a provider is considered when new services are being added to a person’s plan.

Important New Jersey EVV Rules to Know

New Jersey’s latest DDD guidance also provides some useful clarity around when EVV applies. Knowing where those boundaries sit can help you avoid unnecessary corrections and keep visit records clean from the outset.

For instance, virtual services are exempt. Individual Supports and Community Based Supports delivered entirely in the community, with no in-home component, are also EVV exempt.

However, there’s an important catch: if any portion of an applicable service takes place in the home, the entire service requires EVV.

DDD guidance outlines mobile, telephony, and FOB (Fixed Object) options for capturing visits through the state’s EVV solution. New Jersey’s open model also allows providers to use compatible third-party EVV technology, such as Aaniie, and transmit the required visit data to HHAeXchange.

It’s worth noting too that live-in caregivers are exempt from EVV requirements under the current guidance.

• Does EVV information align with downstream billing and claims?

• For DDD services – does your team understand your current EVV compliance status?
